Divide the grid into three-cell blocks with one circle each, leaving gaps so every 2×2 has an empty cell.
Controls
Paint connected three-cell blocks. Each block contains exactly one circle. Some cells stay unused; every 2×2 square must contain at least one unused cell. Every other cell must belong to a block.
